SYNOPSIS[]
Summer 1997: Joey and Frank are getting rid of a dead body for their boss Harry, an unseen mob boss in Baltimore.
The body in question is a woman, whom Joey, a young man who appears to be somewhere on the autistic spectrum, has developed a fixation on. As the evening progresses, Joey becomes increasingly paranoid that they will be discovered and that Harry treated the woman improperly. This paranoia results in Joey first killing a traffic cop who pulls them over, and then everyone at a gas station they stop at. As the bodies the pair now need to dispose of continue to mount, Frank becomes exasperated at Joey's increasingly erratic behavior and growing delusion that he and the woman were in a relationship. He shouts at Joey, describing the dead woman as a whore who Harry allowed Joey to sleep with as something halfway between a joke and a reward. Joey responds by shooting Frank in the head, chastising his now-dead colleague for his coarse language in-front of the dead woman, that he now refers to by the name Janice. He then buries the woman's body, leaving Frank where he lies and the car full of corpses from the diner and the earlier traffic stop, before wandering off down the road holding a gun and vowing to make Harry pay for what he has done.

- This issue is set in 1997, which was a date two years in the future when this issue was first published in 1995. To date, this is the latest any Stray bullets story has been set.
- A girl named Janice, Joey's childhood babysitter, makes an appearance in Stray Bullets #23, hinting toward Joey's infatuation and possible confusion between Janice and other similar looking women.
